Power gets the attention
Generators are visible, expensive and easy to discuss. Water storage, sanitation for a facility staffed continuously, and genuinely redundant communications get far less attention — and a fully powered building where nobody can wash, flush or make a call is not operational in any useful sense.

Cooling is a habitability requirement in Florida, not a comfort one. A sealed hardened building without cooling becomes unusable within hours in summer, which means the cooling load belongs on backup power rather than being shed to save generator capacity.
