That is a categorically different requirement and it reaches into the envelope, the power, the water and the communications.

The weakest element decides the outcome

A hardened structure with an unprotected louvre, an ordinary roof hatch or a generator at grade in a flood zone is not a hardened building. These facilities fail at the item nobody hardened, and finding that item is most of the value in building them properly.

Public work is administered, not negotiated

Bonding, prevailing documentation, formal change orders and public records. We work inside that process from the first change rather than agreeing things informally and papering them later, because the documentation is what gets scrutinized.

We will tell you the value engineering defeats the purpose

Removing impact protection from a secondary opening, or downgrading the generator, saves money and removes the reason the building exists. We will say so rather than pricing the reduced version quietly.

FAQ

Common questions

Is an essential facility just a stronger building?
No. The objective is that it keeps functioning, which reaches into power, water, communications and every opening in the envelope.
Why does one unprotected opening matter?
A breach pressurizes the building from inside and pushes outward on the roof and walls. That is how correctly designed roofs come off.
What gets missed most in hardening?
Roof hatches, louvres, rooftop equipment attachment, overhead doors, and generators or fuel below flood elevation.
How big should the generator be?
Sized to what actually has to run, which in Florida includes cooling. A life safety generator carries egress lighting, not an operating facility.
Can we assume fuel resupply during an event?
No. Roads close and suppliers serve every facility at once. On-site storage should cover the realistic duration alone.
Is cooling a comfort item?
In Florida it is a habitability requirement. A sealed hardened building without cooling becomes unusable within hours.
What makes redundancy real?
Physically separated paths. Two feeds sharing a conduit are not redundant.
Can components in a tested assembly be substituted?
No. Assemblies are tested as systems, and a substitution invalidates the performance.
