Redundancy is only as good as its weakest single point
An EOC has dual power, dual communications and a hardened envelope, and it still fails if both feeds run through the same conduit, or the fuel line crosses an area that floods, or the antenna mast was designed to an ordinary standard. Genuine redundancy means physically separated paths, and that is a construction question.
What has to be independent
- Power feeds and generation, with fuel stored on site.
- Communications paths, physically separated rather than nominally dual.
- Water and sanitation for a facility staffed continuously.
- The envelope, including every opening and penetration.
- Antenna and mast structures, at the same standard as the building.
How we handle it

Trace the redundant paths physically. Two feeds sharing a conduit, a chase or a wall penetration are not redundant, and that is discovered during commissioning if somebody looks and during an event if nobody does.
