Operational, not survivable
An ordinary building protects the people inside during a design event. An essential facility has to keep working through it and afterwards, when the power, water and communications around it have failed.
That is not a percentage uplift on structural design. It is a different objective, and it reaches into the envelope, the generator, the fuel storage, the water and every opening in the building.
The weakest element decides it
A hardened structure with an unprotected louvre, an ordinary roof hatch or a generator at grade in a flood zone is not a hardened building.
Once the envelope is breached, wind pressurizes the building from inside and pushes outward — which is how roofs come off buildings whose roofs were designed correctly. Finding the unprotected item is most of the value in this work.
What we will not price quietly
Value engineering that removes impact protection from a secondary opening, downgrades a generator below the operational load, or substitutes a component in a tested assembly.
Each saves money and removes the reason the building exists, and we will say so rather than matching a cheaper assumption to look competitive.
